Can you drop an "out of contract" line from family plan, but keep the number

Without porting out no. Once the lone is canceled the number is lost.

If you want to stay with Verizon Wireless then you can complete the Assumption of Liability process to transfer the billing responsibility of your line from the family plan to your own individual account. Depending on your credit rating, you might have to pay a deposit.
