Hi, I used to live in Washington State where me and my dad got a cellphone plan with a 360 area code. This was in pacific time (aka GMT -8). We have since moved to the New Orleans area, which is central time (GMT -6). We are signed up for a plan which gives free minutes after 9pm.
I am wondering however if the time difference means that I still get free minutes after 9pm where I am 'currently', or if it means I would only get free minutes after 9pm where we got the plan (aka 11pm where I am currently.)

The time is based on your location that day. So your free minutes begin at 9pm central time when you are in New Orleans..if you go back to the west coast it will be 9pm Pacific time

sadie85 is right! The time is based where you are currently located. However, make sure you update your device by dialing *228 so you will register with the nearest tower whenever you relocate.
