Get "Blocked Caller" when no numbers are blocked

My Iphone 4s will ring and instead of number I see "blocked caller". I answer it and no one is there. What is that about? I have no blocked numbers presently as far as I can tell. I would like the number to ring through normally.

It is the caller blocking their number.

At times they pop up with Unknown as well.

99.9% of these calls are telephone marketing scammer calls don't let it bother you.
