How can I report poor cell service?

My son and his family recently moved to a new home in Ellendale, DE.  During voice calls voices cut out or at times are garbled.  Text messages with attached pictures or videos intermittently fail (more often than not).  This has been the case for two months now and occurs on all VzW phones - iPhone and Samsung. Data seems to be OK but not thoroughly tested. The zip code is 19941.  Thank you.

call customer support ask for tier 2 tech support and provide proof of such poor networks signals, and say you want to skip troubleshooting and report issue.

Call Verizon Wireless, report the problem. If you live close to Delaware Bay, you may experience some issues because the water will deteriorate the signal too.

Both indoors and out.  Generally 1 or 2 bars. Once I get away from the area I have up to 5 bars. Thank you for your response.

same here. there must be 20 other towers here, and you would think that verizon would be the strongest. it may be the largest, but not the best. theres no fix for this.

Actually you are incorrect.

There's so many factors I can't even begin to cover the list. But there are a few major things that definitely can affect the signal around a certain area. Let me cover this first and then I will go farther into this debate...

Area: The area of which the customer is located can determine the signal quality. For example customers on a mountain or in the area of a mountain can defer the signal because of the elevation. Plus, you have to consider foliage too. Trees, shrubs, bushes etc can also block signals. Water is probably the biggest problem. Anyone who lives on water or even within a few miles often have issues with cell service because the water acts as a diffuser.

Buildings: This is probably the most controversial part of network coverage. This depends on the year built, the type of roof (shingles or metal) plus the siding (metal or wood or plastic). Also, you have to consider that some buildings use concrete and bricks which cause the signal to not be able to pass through. For example, my mothers house is in a high residential area (easily over thousands of residents) however because of the small pond in the backyard, plus the woods and tall trees lining the property plus how the house was built and renovated, I am unable to get any or very little service inside the property. However as soon as I leave, I am able to get full signal.

Device: There is sometimes updates that are included in Software Updates that can help with signal issues. This is why it's important to keep your device up-to-date. Older devices aren't able to keep up with new ones (duh).

Note that VZW literally has no control over any of these.

It is resolvable. It's up to the customer whether they want to take the 20 minutes out of their day to report a problem. It's not gonna happen immediately.

Have already spent aprox 2-2 1/2 hours off and on dealing with verizon regarding my phone service, I'm starting to believe it's not the equip on my end as i have already received a extender and have gotten a new SE trying to remedy the service issues, to no avail, and my neighbor has aprox the same issues, we live in a fairly urban area, 

somewhat tired of contacts telling me my phone goes to v-mail for caller and i see no evidence that they have called

will another provider be able to have a true cell service ?

Service is now unreliable, i even had a verizon agent as for my AT&T land line to contact me on as my cell is not reliable...
