How do I get a recorded call with representative heard again?

During my conversation with a verizon sale representative, I was promised $800 off if I trade in my old phone for upgrade. Two months later, I did not get the promotion since I am still being charged for the full device amount. I called the customer service and was told no such promotion exists.
