Last I checked Alaska was one of the 50 United States. (providing the phone you are using in Idaho is with a US carrier)

Yes the phone is with a US carrier so I should be okay right?
If I were being charged would it show up on my bill already?

I called Alaska, I have Verizon, and I was billed $45. Why is that if it is one of the 50 states?

Post a screenshot of the charge. There are reasons u could be charged. Simplest is the person you called had their number forwarded elsewhere that would result in the charge. Or a 900 number...
