I guess I don't quite understand here. Are you trying to add a line by purchasing a phone at full retail cost? If so, that is most likely why you don't see anywhere to add the discount.
You can only add the discount to an already existing month-to-month line. Once you have added the line, you would navigate to "Change Features" in your MyVerizon online account. Select the phone which is month-to-month and there should be an option to add the discount.
I am unaware about adding a new line AND the discount at the same time. Whether or not you can do so, I have no idea. I have only added the discount to an existing line after the line became month-to-month. The discount did not automatically add itself after the line became month-to-month, I had to manually add it. I would assume the same with a new line, it won't add automatically but you would have to add it manually. Since you don't already have the line, you can't add the discount before the line is actually in service and would therefore have to do so afterwards, the same way employer discounts are added, afterwards.

Go to My Verizon then Change Features. Pick a line that is month-to-month and look for the discount. You then add it to that line.

I tried that but it still showed $40 as smartfone access charge even with the $100 10GB data plan. How do I get the monthly access charge to $15 ?
I tried getting a new line with $100 10GB data plan but it still shows me $40 as the line access charge

The line access charge WILL NOT change from $40. You will get a charge each month for the $40 line access charge. You will then get a credit for $25 on another line on the bill. You WILL NOT see a line access charge for $15 on your bill when getting this discount.

Thanks, that makes sense, but i am NOT able to see that discount when I am ordering a new month-month line, even as a separate line item when they calculate my projected charges which come in around 150 as 100 for 10gig data + 40 for access charge and then finally 8 for taxes. Am I missing something here ?

Keep in mind, I am only speculating. I can only imagine this is how you have to do it since the discount is not automatically added for current month-to-month lines.

I Did this in April. You need to activate the new line and then once its activated you can go online and add the discount to the line.
