Today tried adding a new device. The iPhone 7 Plus is listed at only $5/month for 24 months which is really great since I'm currently paying $25/month for the same phone which I bought only 6 months ago. The scam part is when I went to check out I actually read the terms and conditions. On the same page where it says that I'll only be paying $5/month, the Terms say that I'll actually be paying $23.97/month for 24 months. Why?

You are paying $23.97 for 24 months and getting a credit for 24 months to equal a net payment of $5 per month. You also need to a new line of service to qualify for promotion.

You get charged the normal amount while Verizon gives you a credit each month for 24 months to offset it.
They do the same thing for "free" phones.
