Personal Hotspot on Prepaid Plan

Can you add personal hotspot to a prepaid plan? I have an iPhone 4 that I would like to use as a hotspot for my iPad when I am away from home.

And that answer would have been "No". Prepaid smartphone plans don't have access to the mobile hotspot.
