Are you trying to print something from the tablet? The tablet (or phone, or a computer) and the printer must be on the same wireless network to enable the printer to receive data from the tablet (or phone, or a computer) to print.
If you are trying to use the tablet's hotspot, and connect the printer to that, then whatever device you are trying to print from will also have to be connected to the tablet's hotspot.
Both the printer and the device you are trying to print from have to be on the same wireless network.
