Safety mode speed very slow

Is anyone else experiencing extremely slow speeds while in safety mode?  The FAQ says it should be 128K but i consistently am only getting 9-10K.

I don’t blame you for wanting to get the most out of what little speed there is while under Safety Mode’s restrictions. Have you had an opportunity to discover if these 9-10 kbps speeds are occurring in multiple locations miles apart or predominantly one area? May I have the make and model of your device?

I have been hitting the 5Gig cap for a few months and found that if I turn LTE off in settings and run on 3G, speeds are usable and Speedtest results in 2-3 Mbps down ...much better than the dial-up speeds
