Teenagers and phone punishments

I've been looking everywhere but I'm trying to see if there's a way to block all numbers but her parents, grandparents, etc.? She's in trouble and I don't want her to be without her phone in case she needs it but I don't want her to have text access to her friends or internet access?

Is there anything like that? I've looked and all I can find is to block 5 numbers at a time.
