My family is on Verizon's Nationwide Talk & Text plan. My daughter's friend, who has a Sprint phone, is traveling in Europe and says that he can text her from overseas without incurring extra charges, because his text messages send over Wi-Fi, He thinks that she can text him back, also without extra charge. Is he right?

That is awesome that he thinking of her while on vacation. Yes, that is correct. As long as he is texting from a local U.S. number, she will not incur any extra charges from your end.
