Verizon is adding a tower in Prescott Valley, AZ in the View Point area. The tower is up and powered up (power ran and electrical meter active) as far as I know and even landscaped.
But my phone will not pick up this tower (even after updating) and I still have to used my registered repeater to have service in my area.
When is this cell tower supposed to go online???
Are you positive it is a Verizon Wireless tower? The power might be connected, but the fiber backbone might not be. They might also be other tests that are required to be completed before it can broadcast the signal.

Yes positive. It's only 500" from me and has been in the process of being built the last couple of months.
It was in the papers as a Verizon tower and it's taken several years to get reliable service to this area.
Make that 500' on edit.
