Yes I was trying to very specific so it could hopefully be easy to answer.

The answer does have an impact on my use of my service.  Sounds like either I was not specific

enough or you don't know the answer.  Assuming it was lack of specificity in the question I will

try to expand.  I am wondering if there are any UDP port numbers that are available for unsolicited incoming packets that can be used without punching a hole in whatever "firewall" exists when connected via cellular data (NOT wifi).
