I have an "ALLSET™ PLAN$45 BASIC UNL TALK, UNL TXT, 500MB Unlimited Talk Unlimited Text 500 MB Plan Data" for a month. Every time I make a call, it tells me how long that call can be, and that time is going down. Why?
If you don't have at least $45 on your account you aren't getting the benefits of unlimited talk and text. At that point you will be charged $.25 per minute for phone calls.
It's the "Announcement" level. You got it on high, there's no problem with your account. Call 888-294-6804 and request to a rep to change it to low.

If the balance is going down, check how much did you pay, if it was less it will go Pay as you go, 25 ctv per min and 20ctv per text. If you made the correct amount but still is showing a deplenishment, then maybe the system didn't took the money correctly.
Call costumer care, they can clear this for you.
