It looks like you should file a complaint against Verizon via BBB.

I'm currently having a similar issue with Verizon. They sent me an email that my trade in had been received and its value credited to my account.
Then I got another email a few weeks later saying that they were charging back my account and that the device was not received.
They also did this for a 2nd phone that UPS tracking shows they had received.
The Submission ID for both trade-ins also confirms that both phones were received and accepted at the expected trade-in value but my next bill shows no credit for either phone.

We want you to receive everything that you qualify for. The trade-in process will require time to process any changes. Once that occurs an email is sent to update you on the progress. WHen a promotion is approved, it can take 1-3 billing cycles to appear. Have you contacted the trade-in team?-Bobby Johnson
