Who do I talk to about decline in coverage in our neighborhood?

In the past few months I have seen a decline in coverage and unable to use my phone the second I drive into the neighborhood and enter the house. I was sick and worked from home. I had to get into my car and drive to neighborhood across the street. Not happy!!

Our neighbors also agree service has declined recently. It used to be great!
