Who pays for the Air Time

I was trying to understand who pays for the air time:

1. A family member is under the impression that applications on his Galaxy S6 Android phone access the data they need for free, things like the weather application on the home screen.

2. When a security download for the OS or application is downloaded who pays?

3. When I receive a push data am I charged air time?

4. Is there a Verizon application I can use to purchase air time with out an air time charge?

5. Is there any Verizon application that I can use that don't charge me air time?

It is my understanding that when data is received or transmitted I pay regardless of what application is consuming the data, voice and messages are unlimited on the $45 plan.

Your family member is wrong. Everything that uses data when you are not on wifi is using your plan data. It doesn't matter if it is an icon on the home screen, a security download for the OS, an app download, pushed data. The only app that does not use your plan data currently is Verizon's Go90 app.
