Why am I getting the 'Verizon customer is unavailable'?

Our records cannot determine which client uses this number, but when I call it, I get the above recording. What does this mean? (I don't want to publish the number here publicly.) When calling a certain client I support, I am getting the error "The Verizon Wireless customer you are trying to reach is unavailable. Verizon announcement 1 switch 2-49". What does this mean?
