Because your agreement is unlimited data for that device, as spelled out in the original agreement. Hotspot add on is $30. It would be expected you are going to use more data if you have a hotspot, therefore the addition charge for expected higher usage.
You can switch to a More Everything plan and get hot spot included but you will be limitied to the tier you select for usage and this will include data used on the phone along with data used as hot spot. So you could get 10GB and use it how you wish (hot spot or on the phone or combination) as long as you don't go above 10GB there will be no extra charges.
