Why does my data connection go from 3G to 1x in major metropolitan areas that should have 3G and 4G connectivity?

While I'll admit that my iPhone is somewhat dated, I regularly experience situations in a major metropolitan area where my connectivity goes from 3G down to 1x. Sometimes in my office...sometimes on the road. There's no rhyme or reason to the reduction in speed.
An answer from Verizon Wireless would be appreciated though the website is poorly set up for people to voice issues and get support.

When was the last time you updated the Preferred Roaming List? For the iPhone 4 and 4S it is dialing *228, option 1
