Why doesn't Verizon provide an instant live chat link for the hearing impaired?

The live chat feature in My Verizon is completely inadequate. It takes forever and round the mulberry bush to get to live chat. Telephones are not an easy option for the hearing impaired and chat is considerably a better alternative.
