Why is the military discount less than the postal service discount?

Why is the military discount less than the postal service discount?  This should be the other way around.

In regard to the Postal Service discount, all other employee discount can vary depending on the employers agreement with VZW. Any specific details regarding the discount agreement would need to be discussed with the employer.
