bill charges vary every month

my bill has literally been exactly for many years. now throughout all of 2014 I finally noticed every month is slightly different.  I do not go over my minutes or data, or anything of that nature. does this happen to anyone else???  I don't get how fees and tax charge can change on the monthly

How much is it changing? Have you compared the detailed bill between the past monthly bills?

Mine always changes within a few tens of cents of each other every month. The only thing that changes is taxes, but no one has ever been able to explain to me why the slight variation.

The FCC surcharges are adjusted every three months. It's a government thing.
