I have data blocked but continue to recieve charges for data usage and i was wondering if anyone could tell me why?

Because you don't have your data access fully blocked; if you did, you wouldn't see data charges. Most likely you have the Mobile Web/Application blocks in place, what you're missing is the National Access block. This block will stop ALL data access from your phone, so this will effectively block your MMS (picture/video) messaging. The only way to add/remove this is to call customer service.
