delay in getting autopay discount

I would like to hear from Verizon why they can instantly add charges to my account or make changes I have to pay for but it will take 1-2 months for them to give me the promised discount for autopay.  How many millions of dollars are they keeping by withholding those discounts.  It's fraudulent.  There is no warning or information on their site about this - of course not - why would they be honest about it?
