do all downloads count as data usage for 4g hotspots?

I'm just wondering if all file downloads from the web or torrent downloads count as data usage... Is there any exception to it?

It all goes towards the 2, 3, 5, or 10GB data usage limit for the hotspot. All download and upload.

Even calls you make count as Data if you use google voice or talkatone
