I suspended my service because I was leaving the country.  I subsequently lost my phone before I left.  I made a claim.  I was out of the country when the phone was delivered.  The number was reactivated around the time the phone was delivered. I did not do it.  I have now been charged fees even though I am still out of the country and do not have the phone.

You need to contact customer care, the phone should not be activated until you do it, like any phone you would order.  Only times I have seen phones activated by someone else was when you ordered in the store.

Also, if you suspend the account it is automatically reactivated in 90 days.
