just as the title says.  I don't mean number blocking, I mean incoming calls with caller ID restricted/blocked

AFAIK, *77 isn't supported on Verizon cell phones.  To block restricted/blocked caller ID numbers, you'd need to subscribe to Usage Controls ($4.99 per month), use an app, or use a mail service like You Mail.
