Email access problem

I can receive my email just fine if I sign-in to "webmail.verizon.com",however, I can't access it from my Internet Explorer's "Outlook.com".  I've tried forwarding, importing and exporting in both accounts, but can't make it work.  Any suggestions would be greatly appreciated.

I normally use Chrome Browser   Version 41.0.2272.101m

Have this url icon on my desktop

https://mail.verizon.com/webmail/driver?nimlet=showmessages&view=emails#mail_Emails_INBOX

All I do is click on it and it goes directly into my Inbox

As a test I used the same url with Internet Explorer

I had to sign in and verify my secret question...then got into my Email Inbox

Verizon has blocked international access totheir pop mail servers. Learned this the hard way from a tech support person today (took about an hour).  So don't knock your head against the wall - use web access or switch to another email provider.
