Your issue has been escalated to a Verizon agent. Before the agent can begin assisting you, they will need to collect further information from you.
Please go to your profile page here on the forum, and look in the middle, right at the top where you will find an area titled "My Support Cases". You can reach your profile page by clicking on your name beside your post, or at the top left of this page underneath the title of the board.
Under “My Support Cases” you will find a link to the private board where you and the agent may exchange information. This should be checked on a frequent basis as the agent may be waiting for information from you before they can proceed with any actions.
To ensure you know when they have responded to you, at the top of your support case there is a drop down menu for support case options. Open that and choose "subscribe".
Please keep all correspondence regarding your issue in the private support portal.

I, too, am having this issue. I have a static IP, my system is secure, and it has not been a spam source as implied. senderbase.org gives me a clean bill of health.
The rejection form letter is not helpful as it provides no links or contact information for recourse
Any assistance would be greatly appreciated.
"After investigation, Verizon Online Security has determined that e-mail from your IP address will not be allowed access to the Verizon Online e-mail domain due to one or more of the following reasons:
Your IP has been blocked because of spam issues or because your ISP indicates that it is dynamically assigned
Once you have addressed any security-related issues on your network, you should contact Verizon Online Security via this form. At that time, we will work with you to restore normal e-mail traffic or to take other action as we deem appropriate."

I find myself in the same situation: I have a mail server with a static IP address that is being miscategorized and no way to whitelist it.

Hello,
I have similar issue to others here I guess. We just purchased our own new server about a month ago, have placed it in a data center in Los Angeles and obtained new & clean IP for the server that has several of our own business domains, which is not used for email marketing or spam.
All of a sudden we realized our clean IP has been blocked by Verizon! Attempted whitelist request on December 8th and received the response below.
We even replied to the email with similar explanation and requested reconsideration, but have not yet heard back. Eversince have tried multiple times, even by the Verizon receipient, but no luck.

Hi,
I have the same problem.
Clean IP, not listed on any other blacklist or on senderbase.org, no open relay or similar,
According to the logs not a single email to @verizon.net in the last 6 months.
Static IP, reverse DNS entry, all fine.
Response to whitelist request

Hi,
I have exactly the same situation in my attempts to add IP address to whitelist. The message wrongly says:
Once you have addressed any security-related issues on your network, you should contact Verizon Online Security via this form. At that time, we will work with you to restore normal e-mail traffic or to take other action as we deem appropriate.
There is no form in the email message and no link to any form.
Could you, please, escalate to the agent my case?
