Does changing my Windows Live Mail to the new POP settings automatically trigger the download of all my existing emails from the Verizon server? I don't want to flood my WLM folders with duplicates of emails that I've already downloaded. My Verizon account is not set to delete my emails when I download them to WLM.

If you change the existing "account" in your WLM it should not redownload.
If you end up having to define a new account it will download again. But it might be easier to clean up if you do so.

It should not download messages again. Your live mail should keep track of what it has downloaded. If it does for some reason, log into webmail and move messages to another folder. Mail clients only download what is in the inbox
