I put up surveillance cameras around my home in 2009. The cameras have been sending motion alter emails since that time. The DVR settings haven’t changed (smtp.verizon.net, port: 468, SSL authentication enabled) and yet the DVR can no longer connect to Verizion’s SMTP outgoing server. I’m pretty sure others are experiencing the same problem, but what has changed to preventing the DVR from connecting?

Based solely on what you have there, I'd say the problem is your port. Outbound port should be 465, not 468.
