I cannot get my htc windows to connect to the European network though it was sent to me for this purpose

Are talking about your phone not working overseas?  It will have to be a GSM phone for it to work in Europe.  Verizon uses an incompatible technology, called CDMA, but they do have some phones with dual radios that can accept GSM cards.  If your phone is one of those then you would have needed to go into a Verizon store before you left and had a GSM card installed and added an international calling plan to your plan.  Then the phone would have worked anywhere in the world where Vodafone (Verizon's partner) has service or roaming agreements.

If you do have a phone with dual radios and a GSM card has already been installed and you've added the International Plan then go into settings, phone and make sure the phone is set to GSM or Global.
