Discounts Offers shown and appied for but not accepted?

Hey all,

I just spent 5 hours trying to reduce my bill each month. I applied for and was accepted for the first responder discount of 15% towards monthly service fees in excess of 39.95 each month. My fees are as shown , $35 line fee + $20 device fee = $55 -$10 discount for paperless and auto payment = $45 which is still above the minimum of $39.95.

So what gives? Does Verizon prevent stacking of discounts?

I'm only trying to save a buck or few, each month....
