Does every phone need a data plan on a shared plan?

I have a Env Touch and will be replacing it with an older phone the first alias. Now my question is I am on a shared plan and currently all 3 phones have data plans (the Env Touch being the minimal one available) Can I remove the data plan for the env touch and just have regular service for the alias? The person in charge of the account tried to switch the phones online and said the alias required a data plan when on these forums it was confirmed to not need one.

The Alias shouldn't need a data plan if you're on a post-paid plan.  If it asks for one while switching on-line, you should be able to have the plan removed by Customer Service and put a data block on the phone, or have the phone activated at your local Corporate Verizon store.
