New to Data Plan

I just added data to my plan.  when I open up IE, my phone connects to data.  When I close IE, the data connection remains.  Am Is my 2 gig limit based on movement on the net or connection time?  In other words, does my phone use allocated data when idle?

It's based on the movement of data to and from the internet, not connect time. However, depending on what apps you install, your phone can download data in the background when you're not knowing using the internet.
