Why is there a data charge on a device that doesn't use data?

There is a charge on my wife's phone for data usage this month of 0.04GB (42kb to be exact).  When we went back and looked at previous bills to verify any data usage for the last couple of years, she has zero data usage on her phone.  Why would we all of a sudden be charged for data on a phone that has never used data in the past and she did nothing different in her phone usage this month?  My wife uses her phone for calling and text only.

Does a friend ever ask to use her phone because hers does not have service. Does she ever let a child have access?

I am assuming your wife has a basic phone. If so, you can call CS and have data access blocked for her line and you will not have this happen again in the future.
