If you have the Go Unlimited, Beyond Unlimited, Above Unlimited, Start Unlimited, Play More Unlimited, Do More Unlimited, Get More Unlimited, the Verizon Plan Unlimited, or the New Verizon 5 GB single-line shared data plan, calls to Mexico and Canada from the United States are domestic calls for billing purposes. Otherwise, you will want to get the Unlimited Together North America International Long Distance Calling plan, which costs $5/month, plus taxes, surcharges, and other fees, if you don't already have that plan.

I forgot to mention that the New Verizon Plan with 16 GB (XL) and the 24 GB (XXL) also come with unlimited calls to Mexico and Canada.
