After setting up Pixel 8 Pro, pixel watch won't connect to network

I had a Google Pixel 6 Pro and then got a pixel watch - all through Verizon. My watch has its own number and number shares with my phone. I got a new phone - Pixel 8 Pro and when I connected my watch it "reset" and now it does not seem to connect to the Verizon network - only bluetooth. I tried replying to a text away from my phone and it said it was offline but it let me use my watch in the same place to Tap Pay.

Let's figure out what's going on with your Pixel Watch. First off, we recommend trying to troubleshoot. Please select the option that says "Smart watch connection not working properly". Please go through the troubleshooting and let us know if the troubleshooting helps or if the issue continues. When I click on that link it doesn't give me that option

I went through that. On the app it says "Connect to Verizon network" but then it either does not do anything on my phone or it says download failed

now on the app it says that the esim download is complete and I'll receive notification but nothing happens and it goes back to the screen that says Connect to Verizon Network. I click that it says Verizon Network setup complete - you'll receive notification and then nothing else happens
