Apple Watch + Cellular

Even though I am  paying for it, my watch does not have cellular.  I have updated all software and chatted for 2 HOURS with an agent who did absolutely nothing to help.   When I check the cellular settings on watch, it says "activating" but it never does.  So frustrating, any suggestions?  TY!!
