Watch Failure to Receive Calls with Cellular Plan

I have Apple 16 Pro Max and Apple Watch 10 - they are paired, but when the phone is shut off the watch can not receive calls. The call goes straight to voicemail. My husband has the same set up, with the same problem. Last year I had the same problem with my Samsung set up. Last year I was told it was a glitch from Samsung, but with the Apple doing the same thing - it appears to be a Verizon problem.
I've been on the phone/in store approximately 16 hours over the past 3 days and still no long term resolution. The resolution only last for an hour or two, but reverts back to accepting no calls when phone is off.
After paying for the cellular service for 2+ years on several different watches, I finally cancelled my watch lines today since we've definitely not been getting what were paying for.
If there is a fix or remedy anyone else from Verizon Wireless has it would be greatly appreciated and will reactivate our lines. In the meantime we are looking for options elsewhere.

You shared that the prior resolutions worked, but only for a short period of time. Can you share more with us about what has been previously attempted in order to resolve your issue? We want to ensure that we don't suggest something that has already been attempted and did not end up resolving your issue long term.
