Does MMS need Data turned on?

Im at home, on wifi, with all my data stuff turned off. (Ive got 500mb plan, so just use it for emergency.)

Does sending a picture or video need the data turned on? It will immediately say message not sent, and i dont receive any.

MMS has To go through Verizon's data network to get received and delivered
