Can someone tell me where to find the instructions to transfer data from my old Lumia 928 to my PC and then from the PC to my new 928?

If these are Outlook contacts they should sync automatically. Just log into Outlook.com and they should be there. If you're using Windows 8, they'll be in your People app.

Actually, those instructions you linked are for transferring music, not contacts.

Thank you; it was someone else's question; I am aware of how to perform this. However, I find Verizon's overall support of Windows Phone to be minimal at best. When I go to "View Full Discussion" from your "flagship Windows phone", I get a message that says my phone's Windows Browser is not compatible with the Windows discussion site. Wonderful.
And don't even get me started on the load of bull I was sold in October about the Cyan Update had finished testing and would be rolled out to all beginning October 13 and finishing by November 13. That come direct on the phone from Verizon "customer service".
I'd rather you'd have just come out and said "buyer beware !!! Do not expect much Windows phone support from Verizon !!!", and then just have charged me $0.05 for the phone instead of what an iPhone costs.

grafixguy is correct they should either be already backed up to your Microsoft account or through Verizon backup assistant. So just setting up the new phone with your Microsoft account should bring those contacts in automatically.
Otherwise unfortunately it is not as easy as Android which allows you to export to a .csv file. So you will have go through every last contact and make sure they are in your Microsoft account such as outlook.com, hotmail.com, or live.com account contacts from your phone.

Try these? You would need to export them from the 928 to the computer and then import them into the new phone.

Try using the app "Transfer My Data" in the Windows Phone Store, works great!!
