Nokia Lumia 822 stopped sending pictures from the internet or mms messages, how can this be fixed?

I have tried the troubleshooting methods, restarted my phone, checked airplane mode, turned wifi off, hard rebooted the phone, and it still won't send picture messages. It is becoming increasingly frustrating. How can this be fixed to send MMS and Picture messages.

This probably has been happening on and off over the past three or four months. My firmware revision number is 3051.400000.1352.0042

My Radio Software version is 2.0.092073.3
