Voicemail initial setup

How do I setup voicemail from a different phone? This is the initial setup. the # key does not work. There is an automated message stating voicemail has not been setup and the # key doesn't do anything. Tech support is useless. Any ideas? No, I cannot use the prepaid Verizon phone, I am outside the US.

I also noticed you advised you are out of the country. Do you have a US number active with Verizon Wireless and are trying to access your voicemail while out of the country? Please share details.
