No, a phone number can only be active on one phone at a time. What are you wanting to accomplish by having two phones with the same number? Would call forwarding work?
That would not be the case. As SuzyQ mentioned only one mobile number can be active on a single device. What is the reason for your question? You may only share iMessages if two iPhones or Apple devices share an Apple ID.
