When or how can I Upgrade to win 8.1 (with cortana) on my lumia 928?

You would have to have the Preview for Developers app loaded onto your phone. I believe MS has discontinued the online update since so many people had problems completing the entire process. Rumor has it that it will be available to the general public in the next 8 weeks. Verizon will then have to test it and then release it to their WP users. In the past, Verizon has taken as much as 4 months or longer to make these test before releasing.

I have it on my 928; love it and have had no problems. I have mine for sale if you are interested. I'm in Chandler, AZ.

I'm waiting for the official release to update my Icon. Some folks have had great results with the developer's preview of 8.1 while others have had a boatload of issues.

One thing that worries me about 8.1 is the changes to the People Hub. I love love love the way the People Hub handles everything. Best implementation of social features of any platform, and I've tried Android, WebOS, BlackBerry (both BB4-7 as well as BB10), iOS, Symbian, and of course WP8. The current People Hub is absolutely brilliant and changing it would be pure folly IMHO.

Well, that didn't take long for me to change my mind! I installed the Preview for Developers (free download from the Windows Phone app store) and set it up. Cortana is A-M-A-Z-I-N-G and blows Siri away. Interestingly, my Lumia Icon still reports that I'm running the Lumia Black software but it lists it as WP8.1. Before installing the Preview for Developers it was still Lumia Black but it showed as WP8.0.

Upgrading to 8.1 will not upgrade the phone's firmware (a.k.a. Black); their separate pieces.  We have to wait till Nokia rolls out the Cyan firmware along with the final bits of 8.1.

I upgraded from the Lumia 928 to the 929/Icon and I'm running the Preview for Developers 8.1, and I'm still loving it! Still on the Lumia Black firmware, and frankly I just don't care. Everything is working great.

This is complete BS.  WP8 GDR1 and GDR2 were released two-three weeks after their announcements.  Why is this one taking so long?  If the DP works perfectly, what is there to test?  WP8.1 makes our 18 month phones pretty much brand new with twice the usability.  The Icon would be even more competitive with the latest phone releases.  I guess they are bowing down to Apple and holding off on the release until next month.

And Windows Phone 8.0 GRD3 (Update 3) took about 4 months to be rolled out.

Update 3 was announced on 10/14/2013 and 928 received on 2/11/2014 and the 822 on 2/17/2014.

FRUSTRATING!!!.. If I had know 8.1 release was going to take so long I would have put the develpers edition on my phone.  Verizon is certainly hurting their customers!!!!
