What is the difference between the Samsung Intensity ll and Samsung Intensity 3? ( not smartphone)I heard these types of phones were being phased out ?

As they are "basic" phones, manufactured 3-5 years ago, and there are fewer basic phones being made and sold as compared to that time frame, yeah, they are being "phased out". You can still buy basic phones, but the push is for smartphones.
